The City of Natchez Department of Planning and Zoning is responsible for the development and administration of the city’s comprehensive plan, historic preservation, zoning, subdivision review, and interagency development plans review. The department also administers the building code permitting and inspection programs though the Office of Inspections, and manages general code enforcement. The department is organized as follows:

The Department of Planning and Zoning serves as staff to the following: the Natchez Historic Preservation Commission; the Natchez Planning Commission; the Natchez Construction Codes Board of Appeal; and the Natchez Board of Examiners (licenses contractors). The Director of Planning and Zoning is the Chairperson of the Natchez Site Plan Review Committee, an interagency staff committee that reviews subdivisions and land development site plans.

The Office of Inspections Provides:

Administers the currently adopted city building codes: 2003 International Codes, and 2008 National Electric Code, and coordinates with the Fire Marshall to administer the 2003 International Fire Code
Provides daily inspections of new construction, renovation, restoration, alteration, and electrical connection or reconnection request
Receives and acts upon building permit applications for all of the construction trades
Performs building plans review prior to issuing building permits
Works with the local electricity company, Entergy, to ensure safe electrical power supply to residences and commercial buildings
Ensures, in coordination with the City Engineer, compliance of building plans and construction with the requirements of the National Flood Insurance Program
Coordinates all water and sewer taps with the Natchez Water Works
Issues driveway permits for the City Engineer, pursuant to a memorandum agreement
Investigates, in coordination with the Code Enforcement Section, citizen inquiries regarding substandard, unsafe, or dangerous buildings and provides the expertise required to make determinations as to legally required demolitions, improvements, and measures to secure unsafe buildings to prevent unauthorized entry and use
Provides inspections and repairs to the electrical, plumbing and mechanical systems in various City of Natchez buildings.

The Code Enforcement Section responds to citizen complaints about nuisances and code violations other than animal control, building codes, fire codes, traffic safety, sanitation, and the codes administered directly by the Police Department. The most prevalent code violations are the maintenance of residences, buildings, and private property and improper storage of vehicles on the right-of-way and on private lots. The code enforcement staff also handles complaints about potential zoning violations and light and nouse nuisance complaints. The code enforcement staff may refer complaints or issues to the appropriate other agency for disposition.
